How to Check the Weather Without Ads or Tracking

Learn how to get accurate weather forecasts on your iPhone without ads, data tracking, or privacy-invasive permissions. A guide to private weather apps.

In January 2019, the Los Angeles city attorney filed a lawsuit against The Weather Channel app for secretly collecting, sharing, and profiting from users’ location data. The lawsuit alleged that the app tracked users’ movements 24 hours a day and sold that data to hedge funds and advertising firms — while telling users that location access was only needed for local forecasts. The case was eventually settled, but the underlying business model did not go away. It just got more sophisticated.

Weather apps occupy a unique position in the surveillance economy. They are installed on nearly every smartphone, opened multiple times per day, and given location permissions that most people never think to question. That combination — universal adoption, frequent use, and location access — makes weather apps one of the most valuable data collection vectors available to the advertising industry. A 2021 analysis by the privacy researcher Wolfie Christl found that some of the top-10 weather apps shared location data with over 40 third-party companies on a single launch.

The irony is that weather data itself is free. The National Weather Service, the European Centre for Medium-Range Weather Forecasts (ECMWF), and other government meteorological agencies publish forecasts that anyone can access at no cost. The “product” that weather apps sell is not the forecast — it is your continuous location stream, packaged and resold dozens of times over.

Getting accurate weather information without participating in this data economy is straightforward once you understand what to look for.

How Weather App Tracking Actually Works

Understanding the mechanics of weather app surveillance helps you evaluate any weather app — not just the ones discussed here.

Location Permission Abuse

iOS offers three location permission levels: Never, While Using the App, and Always. Weather apps that request “Always” permission can track your location continuously in the background, even when the app is closed. This level of access is necessary for exactly one weather-related feature: location-based notifications (like severe weather alerts for your current position). For simply displaying a forecast, “While Using” permission is sufficient.

Many weather apps request “Always” permission by default and present it as necessary for basic functionality. Some use iOS’s “provisional” location access to start tracking before you have explicitly granted full permission. Others use geofencing APIs — designed for legitimate features like reminders when you arrive at a location — to silently log your movements throughout the day.

The location data collected through these mechanisms is granular. Modern GPS provides accuracy within 3 to 5 meters. Over the course of a day, this creates a detailed record of every place you visited, how long you stayed, and what routes you took between them. Over weeks and months, it reveals your home address, workplace, doctor’s office, place of worship, the school your children attend, and every other routine in your life.

Ad Network Data Collection

Free weather apps monetize through advertising, and modern ad networks do far more than display banner ads. When a weather app loads an ad, the ad SDK (software development kit) embedded in the app collects device identifiers, location data, IP address, device model, operating system version, and sometimes even a list of other apps installed on your phone. This data flows to the ad network, which combines it with data from thousands of other apps to build a persistent profile of your behavior across the entire app ecosystem.

The Interactive Advertising Bureau (IAB) documented this data flow in their OpenRTB specification: when an ad impression is served, the bid request sent to advertisers can include latitude/longitude, device ID, carrier, connection type, and user segments. Every ad you see in a weather app triggers one of these data-rich bid requests — typically 3 to 10 per app session, multiplied by however many times you check the weather each day.

Data Broker Pipelines

Beyond ad networks, some weather apps have direct relationships with data brokers — companies whose entire business model is aggregating, enriching, and reselling consumer data. Location data from weather apps has been documented flowing to companies like Reveal Mobile, X-Mode Social (now Outlogic), and Placer.ai, which repackage it for use in targeted advertising, retail analytics, real estate valuation, political campaigns, and even law enforcement investigations.

A 2020 investigation by Vice’s Motherboard found that location data harvested from weather apps was being sold to U.S. military and intelligence agencies through intermediary data brokers, bypassing the warrant requirements that would normally apply to government surveillance. The weather app users had no idea their forecast was funding their own tracking.

What a Weather App Legitimately Needs

Strip away the surveillance infrastructure, and a weather app’s technical requirements are minimal:

  • Your approximate location (city-level precision is sufficient for a forecast — not GPS-level precision)
  • An internet connection to fetch forecast data from a weather API
  • Display logic to present the data in a useful format

That is it. A weather app does not need your continuous GPS coordinates, your location history, your device advertising identifier, access to your contacts, access to your photos, or background execution privileges. Any weather app requesting these permissions is collecting data for purposes unrelated to telling you whether it will rain tomorrow.

A Privacy-First Approach to Weather

How to Audit Any Weather App’s Privacy Practices

Whether you switch apps or not, auditing your current weather app’s behavior takes five minutes and is worth doing for any app with location access.

Check Location Permissions

Open Settings > Privacy & Security > Location Services on your iPhone. Find your weather app and check its access level:

  • Never: The app cannot access your location. You may need to enter a location manually for forecasts.
  • While Using the App: The app receives your location only when it is open and visible on screen. This is the appropriate setting for any weather app.
  • Always: The app can access your location in the background at any time, even when closed. No weather app needs this level of access for basic forecast functionality.

If your weather app has “Always” access, change it to “While Using the App” immediately. If the app complains or degrades its functionality in response, that tells you something important about its priorities.

Review App Privacy Labels

On the App Store, every app has a required “App Privacy” section that discloses what data it collects and how that data is used. Navigate to your weather app’s App Store page and scroll to this section. Compare the disclosures across several weather apps and notice the differences. Some apps list 15+ data categories including location, identifiers, usage data, diagnostics, and purchases. A privacy-focused weather app will list minimal categories.

These labels are self-reported by developers, so they are not independently verified. But deliberately misrepresenting data collection practices on the App Store violates Apple’s developer agreement and exposes the company to legal liability, so the labels are generally accurate for established apps.

Disable Background App Refresh

Go to Settings > General > Background App Refresh and disable it for any weather app that does not need to push real-time notifications. Background App Refresh allows apps to wake up periodically and execute code — including transmitting location data — even when you are not using them. Disabling this for weather apps has no practical downside unless you rely on push notifications for severe weather alerts.

Check Network Activity (Advanced)

For technically inclined users, tools like Charles Proxy or mitmproxy can intercept and inspect the network traffic your weather app generates. This reveals exactly what data is being sent to which servers. It is not uncommon to find weather apps making 10 to 20 network requests on launch — only one of which is actually fetching weather data. The rest are ad network calls, analytics pings, and data broker transmissions.

The Broader Landscape: Where Weather Data Comes From

Understanding where weather forecasts actually originate helps evaluate the marketing claims that weather apps make about their accuracy.

Government Meteorological Services

The vast majority of weather forecast data originates from government agencies:

  • NOAA / National Weather Service (NWS) in the United States operates the Global Forecast System (GFS), which produces global weather predictions out to 16 days. This data is entirely free and publicly available.
  • European Centre for Medium-Range Weather Forecasts (ECMWF) operates the Integrated Forecast System (IFS), widely considered the most accurate global weather model. Much of this data is now freely available.
  • Environment and Climate Change Canada, UK Met Office, Japan Meteorological Agency, and other national services provide additional regional forecast data.

Commercial Weather APIs

Weather apps typically do not run their own forecast models. They consume data from commercial weather APIs — services like OpenWeatherMap, WeatherAPI, Tomorrow.io (formerly ClimaCell), or Apple’s WeatherKit — which in turn aggregate and post-process data from the government models listed above. The commercial APIs add value through formatting, hyper-local adjustments, and reliability, but the underlying forecast data is largely the same across all providers.

This means the forecast you get from a privacy-invasive weather app is not meaningfully more accurate than the forecast from a privacy-respecting one. Both are ultimately derived from the same government models. The difference is what happens to your data after the forecast is delivered.

Accuracy Claims and Marketing

Some weather apps claim proprietary “minute-by-minute” or “hyperlocal” forecasts. These features use additional data sources — weather radar, personal weather stations, IoT sensors — to provide very short-term precipitation predictions for your exact location. The accuracy of these features varies and degrades significantly beyond a 1 to 2 hour window. For typical daily weather planning (Should I bring an umbrella? Do I need a jacket? Is it safe to plan an outdoor event?), standard forecast data is more than sufficient.

Beyond Weather: Building a Private App Stack

Switching to a private weather app is one component of a broader strategy for reducing your digital footprint. Every app on your phone with location access, network access, and advertising SDKs is a potential data collection point. The cumulative effect of 10 to 15 apps all transmitting your data to ad networks is a comprehensive profile of your behavior, movements, preferences, and habits — assembled without your meaningful consent and sold to whoever is willing to pay.

Reducing this exposure is not about paranoia. It is about making informed decisions about the tradeoffs you accept. A weather app that provides the same forecast without selling your location data is not a compromise — it is a strictly better option.

Things Most Guides Do Not Tell You

Apple Weather is better than most third-party options for privacy, but not perfect. Apple’s built-in Weather app (powered by WeatherKit since iOS 16) does not display third-party ads and Apple states it does not sell your data. However, it still collects location data through Apple’s own analytics framework, and Apple’s privacy policy permits use of aggregated location data for improving services. It is a reasonable default but not a zero-collection option.

“No ads” does not automatically mean “no tracking.” Some ad-free weather apps still include analytics SDKs that collect usage data, crash reports, and device information. The absence of visible advertising does not guarantee the absence of data collection. Check the App Privacy labels, not just the user interface.

Severe weather alerts do not require “Always” location. iOS itself can deliver government emergency alerts (AMBER alerts, tornado warnings, etc.) through the Wireless Emergency Alert system, which operates at the cell tower level and does not require any app to have location access. Apps that claim you need “Always” location for safety are misrepresenting the situation.

Weather widgets can trigger background location. If you add a weather widget to your Lock Screen or Home Screen, iOS may grant the app periodic background location access to update the widget, even if you selected “While Using the App.” Be aware of this if you are trying to minimize background location sharing. You can verify by checking Settings > Privacy & Security > Location Services > [Weather App] and looking at the “used in last 24 hours” indicator.

VPNs do not prevent weather app tracking. A VPN hides your IP address from the weather API server, but it does not prevent the app from reading your GPS coordinates or transmitting them to ad networks. GPS-based location access happens at the operating system level, independent of network routing. The only way to control location access is through iOS permissions, not through network-level tools.

Your weather app may be your biggest privacy leak. Many people meticulously configure privacy settings for social media apps while leaving their weather app with unrestricted location access, background refresh enabled, and no awareness of the dozens of third-party data recipients embedded in the app. Given that weather apps are opened 2 to 4 times daily and have persistent location access, they often transmit more location data points per month than any other app on the device.

The forecast is the same whether your data is sold or not. The only question is whether you want to pay for a free service with your location history, or use a tool that gives you the same information without the surveillance tax.
